Simple(ish) MIDI sequencing software needed

[Before anyone asks "Why are you asking here instead of one of the LJ Communities?": I don't know where to ask. There are too many and all vaguely named, and I have no idea which ones are active and full of Good People and which are pretty much defunct or the haunts of morons. So if you do know where I should have asked this, please forward it there!]

All I want is a bit of free (or very cheap if REALLY necessary) Windows[1] ware that will:

1) Read in, or allow input of, a bunch of MIDI patterns
2) Allow me to put them in order
3) Associate simple instructions with each pattern, such as "Repeat three times", "Repeat between 22 and 67 times", or (added jam) "Repeat for between 13 and 37 seconds"
4) Step through the patterns in order, outputting them according to the instructions to a specified MIDI channel.

In essence, about the simplest sequencer you could want. Virtually no bells and whistles, except for the random number stuff (necessary) or the time limits (not necessary).

Problem is, I can't find one. Does anyone have one, or know where one's to be had?

Failing that, I'd be prepared to write my own if I knew of a decent MIDI library and a language that could use it.

[1] Please don't scream at that. This thing will be used with a bunch of software for which there aren't any UNIX ports, so there's no point in asking me to spend forever booting between systems several times just to get one scrappy little job done. I don't like Windoze, but I'm not purist: needs must when the Devil drives, and all that.
